All immigration applications to the U.S.A. must be made at the State Department in Washington by two citizens, Americans or legalized immigrants. A commission decides on the application and passes the decision on to the consulate of the would-be immigrant's homeland. The consul must check the personal and material conditions of the immigrant, and in the event that he agrees to the visa issuance, the application is sent back to Washington to receive a quota number. Once one then has a ticket, and the necessary transit visas, one will receive the visa.
